  • School-Based Therapist (Half time - Havre de Grace)

    UBCSS is seeking a half time licensed school based therapist to work with school aged children and adolescents providing individual and family therapy.  Must have experience with group therapy.  Candidates must be able to work as part of a team to coordinate care with our psychiatry staff, CMAs, rehabilitative counselors and administrative staff.  Applicants should be energetic, organized, able to use an electronic medical health record and able to work independently.  This is a ½ time school based position which means the position is 20 hours per week.  Must have MD Licensure, LCSW-C, LCPC, an LGPC may be considered based on experience.

  • School-Based Mental Health Therapist (Havre de Grace)

    Upper Bay Counseling and Support Services (UBCSS) is seeking a full time Mental Health Therapist for out Havre de Grace location. The Mental Health Therapist provides case management and clinical services to consumers using individual, family and group interventions. The candidate will coordinate treatment services with internal support services including but not limited to Residential Rehabilitation, Psychiatric Rehabilitation, Support Employment, Medication Management, and Mental Health Case Management as appropriate. Requirements of this position include timely submission of all authorizations prior to the delivery of clinical services and documentation of all clinical services within forty-eight hours of delivery. A Master’s or Doctoral Degree in a mental health discipline is required and must be a licensed health professional in the State of Maryland. Two years of experience is preferred.


  • Nurse Practitioner (Cecil County)

    UBCSS is seeking a Nurse Practitioner to provide medication management, nursing, case management, and clinical services to individuals and their families. These services would occur within the UBCSS facility and at designated community locations. Requirements of this position include timely submission of all authorizations prior to the delivery of clinical services and documentation of all clinical services within one (1) business day of delivery. Must be a Certified Registered Nurse Practitioner with a Psychiatry specialty (CRNP-P) and/or Certified Advanced Practice Registered Nurse/Psychiatric Mental Health (APRN/PMH). Should also have a minimum of two (2) years prior mental health experience.

  • Division Manager of Cecil County - Child Services

    Upper Bay Counseling and Support Services, Inc. is seeking a full time Division Manager for Cecil County Child Services. The Division Manager is a senior clinical management position charged with the administration of a complex array of clinical outpatient service programs for children and adults. This position is responsible for planning, directing, monitoring, and evaluating services in their division in collaboration with the Clinical Operations Team of the organization.

    • Oversee financial management of the programs in the division, which includes development of budget requests; monitoring of performance of programs according to projected revenues and expenses according to budget allocations. Take corrective actions as deemed appropriate. Analyze variances and make timely reports and recommendations to the Chief Operating Officer. Initiate cost-saving strategies.
    • Oversee the implementation and coordination of all services within the division assuring clinical quality of division, individual, and programmatic through supervision of program managers.
    • Identify goals and objectives and other performance measures for the division in collaboration with the Chief Operating Officer.
    • Establish and maintain systems to track performance of programs according to identified goals and objectives.
    • Respond to emerging special assignments and/or requests from the Chief Operating Officer.
    • Facilitate regular interdepartmental staff meetings within the division to ensure effective communication and coordination between staff and senior management.
    • Monitor plans for orienting new staff to programs, ensuring all staff are appropriately privileged, and providing ongoing training as needed in coordination with Human Resources.
    • Manage and develop direct reporting staff such as program managers and any other staff within the reporting relationship.
    • Review and evaluate services to determine needs, effectiveness, and operating efficiency issues and make timely reports to the Chief Operating Officer.
    • Assess staffing and resource needs of division and make timely reports to the Chief Operating Officer. Approve all personnel transactions within the division.
    • Oversee employee performance evaluation process within the division to ensure consistency and compliance with organizational policies.
    • Respond to inquiries, provide information, and attempt to resolve complaints that arise within division.
    • Ensure activities are congruent and integrate with organizational requirements for quality management, health and safety, legal requirements, and general duty of care.
    • Coordinate and monitor plans for site visits by funding sources and regulators, as well as the development and implementation of any Program Improvement Plans. Make timely reports to the Chief Operating Officer
    • Lead designated divisional teams in the analysis of opportunities for program development.
    • Serve on designated committees of the organization and as liaison to relevant community and other professional committees.

    Candidates must be able to work as part of a team to coordinate care with our psychiatry staff, CMAs, rehabilitative counselors and administrative staff. Applicants should be organized, able to use an electronic medical health records, and able to work independently. UBCSS accepts most major insurances including Medicare, Medicaid, private insurances and EAPs. This is a full time salaried position.

    Requirements: MD licensure, LCSW-C, LCPC, PhD or PsyD. LG’s may be considered based on experience.


  • Residential Behavioral Assistant (Sunrise)

    UBCSS is seeking a full time Residential Behavioral Assistant for the Sunrise Residential Rehab Program. This candidate will provide daily identification/monitoring of residential houses for safety and cleanliness and teach appropriate hygiene skills when needed. This candidate will also assist with meal planning and preparation, implementation of recreation, social and individual community outings to meet residential needs. The person in this position will have use of agency vehicles to accompany residents to appointments in the community. Some appointments may warrant driving on the highway, distances may vary. A valid driver’s license and a good driving record are mandatory. Candidates must have a high school diploma or equivalent and at least one (1) year of experience in a mental health field, residential experience preferred. Good interpersonal skills with emphasis on emotional maturity needed. Good written and oral communication skills are necessary. This position requires the candidate to have the ability to be organized, multitask, and work well under pressure. Computer literacy is a must!


  • Child Psychiatric Rehabilitation Program Counselors (Cecil & Harford County)

    Upper Bay Counseling and Support Services is seeking a Full-Time Child/Adolescent Psychiatric Rehabilitation Counselor to provide remedial services before or after school and on weekends as needed; Services are directed towards reducing behavioral problems and maximizing the child’s ability to function adequately in the home, school and community. We offer a flexible work environment and a 10 month /2 day summer schedule with targeted monthly visit expectations. A High School diploma is required with a preferred Bachelor’s Degree and at least two years experience in face-to-face work with children/adolescents with behavioral mental health problems.


  • Clinical Coordinator/Rehab Specialist

    Upper Bay Counseling and Support Services (UBCSS) is seeking a full time Clinical Coordinator who will also serve as the Rehabilitation Specialist for the Cecil County Child Services Division. This position will provide Clinical oversight to the Cecil Child Division including, but not limited to, the quality and delivery of Child PRP, School Based and Outpatient Services, clinical supervision to therapists and/or PRP staff, will identify training needs and implement training as appropriate, will conduct annual trainings to maintain compliance with agency requirements, will conduct monthly clinical peer audits and assist in reporting to Division Manager. This position will provide clinical leadership and support to PRP counselors to ensure that clients receive the most appropriate and professional clinical care, support, and interventions possible within the system of services. The position is also responsible for provision of individual and family therapy in an outpatient clinic setting with a half time caseload. Opportunities to facilitate group therapy are also available. The Rehabilitation Specialist will monitor PRP treatment service delivery to ensure appropriate clinical interventions. There will be active involvement in oversight and review of Individualized Rehabilitation Planning (IRP) for PRP clients. The Rehabilitation Specialist/Therapist will track and submit authorizations for PRP services. The Rehabilitation Specialist will also conduct a monthly review of PRP counselor’s documentation and client’s charts in order to monitor COMAR compliance. Candidates must be able to work as part of a team to coordinate care with our psychiatry staff, CMAs, rehabilitative counselors and administrative staff. Applicants should be organized, able to use an electronic medical health records, and able to work independently. Requirements: MD licensure, LGSW, LGPC, LCSW-C, LCPC, PhD or PsyD. Clinical supervision for LG’s is provided by Board Certified Social Workers.

Candidate must have excellent customer services skills, be able to multitask; handling multi- phone lines, be a team player, and a capable communicator. Candidate must have an understanding of billing, including but not limited to collections of copayments, insurance knowledge, and insurance authorization. Candidate must have moderate computer skills. Requirements: A High School Diploma is required.
