  • Nurse Practitioner (Cecil County)

    UBCSS is seeking a Nurse Practitioner to provide medication management, nursing, case management, and clinical services to individuals and their families. These services would occur within the UBCSS facility and at designated community locations. Requirements of this position include timely submission of all authorizations prior to the delivery of clinical services and documentation of all clinical services within one (1) business day of delivery. Must be a Certified Registered Nurse Practitioner with a Psychiatry specialty (CRNP-P) and/or Certified Advanced Practice Registered Nurse/Psychiatric Mental Health (APRN/PMH). Should also have a minimum of two (2) years prior mental health experience.


  • Psychiatrist Child/Adult

    Upper Bay Counseling and Support Services (UBCSS) is seeking a Psychiatrist to provide psychiatric oversight of all clinical services provided by programs serving clients with more serious and persistent mental illness. This is a senior professional position with direct service and some administrative responsibilities. The Psychiatrist functions as an advanced clinical practitioner in the delivery of psychiatric care to patients and consumers. The Psychiatrist must possess very strong organizational skills, precise documentation and record-keeping skills, and the ability to work with diverse staff and varied program needs, extremely high levels of confidentiality and professionalism, good judgment and problem-solving skills, excellent interpersonal skills and the flexibility to manage multiple tasks simultaneously in a fast-paced working environment. Minimum Requirements: Must be licensed to practice as a Psychiatrist in the State of Maryland. Child and Adult experience preferred.

  • Co-Occurring Therapist/ Coordinator (Cecil & Harford Counties)

    UBCSS is hiring a full time Co-occurring disorders therapist to work in our out-patient mental health clinics. Duties include providing integrated co-occurring treatment to caseload of clients and supervision of staff working towards co-occurring disorders certifications in two locations. Candidate must be a licensed mental health professional in the State of Maryland (e.g. Psychologist, clinical social workers- certified, professional counselor- certified, clinical nurse specialists, etc.) and certified by IC&RC as a Co-Occurring Disorders Professional. 2 years experiences as a clinical supervisor preferred.


  • School Based Therapist

    UBCSS is seeking licensed School Based Therapists to provide individual, family and group therapy to children and adolescents.  The school based mental health therapists will provide direct ser­vices in the school setting and may also see clients in an outpatient setting. The therapists must be able to develop treatment plans and maintain required documentation. Must be proficient with a computer and have some knowledge of an electronic health record.   • Child/Adolescent Mental Health Therapist Full-time (Route 40 Office - Cecil County)

    UBCSS is seeking licensed Mental Health Therapist to provide individual, family and group therapy to a varied caseload of primarily children and adolescents, with some adults. This is an office based setting with future possibility of community treatment. Must be able to develop treatment plans and maintain required documentation. Must have experience with children, adolescents, and families; excellent organizational skills; the ability to prioritize duties and able to work autonomously. Candidates must be Maryland licensed Mental Health Professional. Preferred experience serving those with mental health and co-occurring disorders. Ability to speak Spanish is a plus.


  • Residential Behavioral Assistants (2)- Full-Time 7am to 3 pm and 3 pm to 11 pm -various days incl weekends -Cecil Co

    The primary focus of the Operations Assistant is to oversee and perform key administrative duties and coordination of operational areas including program service performance trends, fleet logistics and supplies purchasing. Reporting to the COO, the individual in this position will utilize their computer, analytical and organizational skills to recommend opportunities and assist in developing and maintaining controls for efficiencies and cost savings throughout the organization. This position’s duties require preparation and trending of variance data as needed including but not limited to program and department performance data, GPS and safety inspection data, client incident and complaint data to ensure timeliness and efficiency. Education: Minimum of a HS Diploma, an Associate Degree preferred. Experience: (2) years administrative experience in a outpatient healthcare or office setting; Extensive knowledge and experienced in EXCEL and ability to track and analyze data and develop reports; Experience in Microsoft Office; Understanding of vehicle route and fleet logistics planning and repair coordination, a plus

  • Overnight Residential Behavioral Assistant - Full-Time 11 pm to 7 am + various weekends and nolidays(Cecil County)

    The primary focus of the Overnight Residential Behavioral Assistant (RBA) is to provide for the safety and welfare of clients in their assigned residences during overnight hours. The candidate for this position MUST have the ability to stay awake and alert throughout the entire shift. This candidate may need to travel throughout the night to multiple apartments within a 1 mile radius. The responsibilities will include but not be limited to; hourly room checks, inspection of housing units for safety and cleanliness, updating the electronic health record, medication monitoring, ER visits, and all other duties as assigned. The Overnight RBA candidate will also participate in weekly team meetings that occur outside of their scheduled shift. A valid driver’s license is needed. A good driving record is a must! Candidates must have a High School diploma and at least one (1) year of experience in the mental health, human services or social services field. Residential experience preferred. Good interpersonal skills with emphasis on emotional maturity needed. Good written and oral communication skills are necessary. Computer literacy is a must!


  • Receptionist - (Cecil and Harford Counties) - Full-Time / Part-Time / PRN

Candidate must have excellent customer services skills, be able to multitask; handling multi- phone lines, be a team player and a capable communicator. Candidate must have an understanding of billing, including but not limited to collections of copayments, insurance knowledge, and insurance authorization. Candidate must have moderate computer skills. A High School Diploma is required.

  • Maintenance Assistant (Cecil and Harford Counties) - Full-Time

    The Maintenance Assistant performs the maintenance activities of the agency. All work is done under the direction of the Building and Facilities Manager. Primary tasks are performed to ensure that the physical grounds and vehicles are in good repair and to maintain a safe and comfortable environment. This position is considered to be ‘essential personnel’ and, thus, may be required to work on days when the agency is closed and/or work hours different than the regular schedule, as needed. High School Diploma. 3 – 6 months maintenance experience.A valid driver’s license is required. Certifications must be maintained and updates/changes in course requirements must be adopted positively.

  • Billing Specialist - (Cecil County) - Full-Time

    The Client Billing Specialist is a critical billing position and performs the back office operations of the billing and collections within the business office. The Client Billing Specialist performs multiple tasks within the department and must have knowledge of reimbursement structures, claims, authorizations and submission requirements for various pay sources. The Client Billing Specialist is both a program and organizational resource under the direction of the Business Office Manager and must establish and maintain collaborative and effective relationships with colleagues and support staff. Must have previous billing experience Education: High School diploma plus two years of relevant work experience. Experience: Experience with MS Word/Excel and data base programs. Behavioral Healthcare experience is preferred.

  • Sunrise Residential Nurse/Health Home Nurse Care Mgr - Fulltime (Cecil County)

    FT RN to work in a residential program with people with a serious and persistent mental illness. This is a fast paced position that provides case coordination with some direct client care. Clients in this program self administer their own medications. The nurse provides oversight of the coordination of health home activities of UBCSS identified clients and provides oversight of the medical needs of the program’s clients. Coordinates the health home treatment services with internal support such as Residential Rehabilitation and Psychiatric Rehabilitation. In addition, coordinates treatment with PCPs and specialists as well as the pharmacies involved in the care of the program’s clients. Position requires the ability to multi-task and work with multiple deadlines. Qualified candidates must have the ability to work in a fast paced environment and exceptional organizational skills. Requirements of this position include documentation of all clinical services within twenty-four hours of delivery in an electronic medical record. Experience with the SPMI population preferred. Licensed registered nurse by the State of Maryland.

  • PRP Counselor Full-time Havre de Grace and Elkton

    Upper Bay Counseling and Support Services (UBCSS) is seeking a full time Adult PRP Counselor. The PRP Counselor provides supportive, individualized psychiatric rehabilitation services for adults with a serious and persistent mental illness. The PRP Counselor works within a multidisciplinary team to assess client needs develop professional and flexible ways to meet client needs, and implements interventions to assist clients in achieving their individualized rehabilitation goals. The PRP Counselor will provide on and off-site (community based) rehabilitative groups, support and activities related directly to client rehabilitation goals in accordance with COMAR regulations. Candidates must be able to work as part of a team to coordinate care with our psychiatry staff, CMAs, psychotherapists, and administrative staff. Applicants should be organized, able to use an electronic medical health record, have strong computer skills, and be able to work independently. Requirements: A valid driver’s license is required. A Bachelor’s Degree and experience working with adults with a serious and persistent mental illness is preferred.
