Health counseling group receives $100,000 grant

Upper Bay Counseling and Support Services has received a $100,000 grant to improve its capability to treat patients simultaneously battling mental illness and substance abuse.
UBCSS applied for the grant from the National Council for Community Behavioral Healthcare and was one of 10 companies nationwide to receive funding.
The Elkton-based health care organization will use the money to hire two consulting firms to examine its current procedures and train its staff.
"It's clear we need expertise in dealing with these people who have both issues," said CEO Rich Bayer.
Nationally, more than half of patients who seek treatment for mental illness also have a drug or alcohol problem, Bayer said. Under the old model of treatment, a counselor would often treat only one issue at a time or send the patient elsewhere for help with the other issue, he said.
However, over the past few years, the trend nationally has been to treat the "co-occurring disorders" together.
"The key word is integrated care," said Becky Arbogast, manager of UBCSS' adult recovery division. "You come to one person and get treated for mental health and substance abuse."
Recently, UBCSS began looking at ways to improve its ability to treat co-occurring disorders, Arbogast said. Only four of the organization's 60 licensed therapists are certified in both mental health and substance abuse.
Over the next 14 months, UBCSS employees will participate in a series of teleconferences with consultants, who will evaluate their methods and train them to treat substance abuse. Counselors will also learn to better spot the signs of a drug or alcohol problem. Often, Bayer said, a therapist will treat a patient for months before the patient admits to substance abuse.

The Board of Directors of Upper Bay Counseling and Support Services, Inc announces that Upper Bay Counseling will discontinue its adoption related services in Delaware. This action will become effective June 30, 2011.
Upper Bay Counseling remains committed to the importance of their adoption services and supports the transference of all current contracts, programs and staff to a new not-for-profit Delaware corporation created for this purpose. This new organization will be called “A Better Chance for Our Children.”
>The decision was made by Upper Bay Counseling to allow it to focus on its core mental health services in Maryland and, simultaneously, to enable A Better Chance for Our Children to maintain greater focus and direct management control for their mission of providing specialized adoption services in Delaware.
At their meeting, the Board recognized the contributions made by the Delaware Adoption staff over the years. The Board also wanted to reassure all the families and children served that there will be a continuity of the highest quality service and support that they have come to expect from Upper Bay. Upper Bay staff will work closely with A Better Chance for Our Children, Inc to provide an orderly transition of these services.
